National Policy

Canada’s first Prime Minister, John A. MacDonald, created what he called the “National Policy.” A policy is a plan of action. John A. MacDonald’s policy was to complete a railway that went across the whole continent, and get people to move to the west. He thought that this would help Canada become a true nation in more than name.
