No such thing as a dumb question here Paul. Thats what this site is all about.
Its the Pilot Mixture Screw, which controls the amount of mix (fuel air mix) the carb gets at idle.

That's why some folks say ... it's doesn't do anything.
Best to turn it 1/4 turn at a time and give the motor time to adjust.

Sorry guys I'm still learning how to fix and wrench on my own bike but... I have a thumb adjuster on my bike under the carb if I turn it I can notice my rpm's noticeably change so first question is this connected to the PMS? Or is it another thing entirely? Next question would be my R* was purchased with aftermarket fishtails and a big air kit with K&N filter and lately backfires if I run on the highway at a consistent speed and just throttle back any at all at night I can see a viable 2 foot flame shoot out my puppies (when I first got it when I turned it off it would pop like a gun shot after like 10 seconds) if I remove the air cleaner to adjust the screw don't I have to reinstall it to test ride so I can dial it to the restrictions of the air box? I might be in over my head but I don't know what's been done jetting wise to the carb and am trying to figure it all out.

If by under the carb, you mean the black knob at the base of the cylinders below the air cleaner, that's the idle adjuster. You want the idle to be around 900rpms.
The backfire issue could be a number of things. An air leak on the intake side or past the exhaust gaskets on the exhaust side.
If somebody has replaced your PMS screw with a Barons style PMS thumbscrew type, set it at 2 1/2 out from lightly seated, and leave it alone for now.
