Even a new bat. can be bad. I had a bad battery right out of the box, went to install and would not even fit, come to find a bulge on one side, was kind of obvious when I saw it.
As far as jumping the relay, don't need that long a wire, just short the 2 big posts on the relay with insulated pliers or something of that nature. That will give 12 volts right from battery to starter motor. Usually a clik and no start is either the relay or a weak battery.

The kill switch is off I replaced the kickstand switch last summer. But still I have it neutral. It turns over when I hot wire to the starter from the battery.

I'm thinking measuring voltage while the starter engages is a good test too, as long as the starter is getting juice. You can do as said and just run a wire to the starter to see if it turns. Eliminate everything, make it simple, then track down what isn't working.
The decompresion solenoid is on the right side of the bike at the bottom. You can pull the cover and see if it moves properly when you try to start the bike. Sometimes the spoon/lever needs to be bent back in to position.
I don't have a good picture handy, but the first picture on this list shows it.

The relay acts like a switch and connects the two big terminals. You should have 12 volts on one terminal before you hit the switch, and 12 volts on both terminals while you are starting it.
Check if the starter turns with just a jumper running to it. Then check if it turns when you jump the relay terminals, then you can check if the relay is getting juice and working right, then you can check if the starter switch on the handlebars works, etc.
Keep it simple and work your way up.
Edit:
When you said you cleaned all the connections, did you mean the two battery connections, or all the connections?
Both on the battery, both on the relay, the starter connection, and ground?

Ok so when I check the volts at the relay when I hit the switch, I have nothing on the motor side & 12 volts on the Battery side. But this doesn't necessarily mean the Relay is bad, does it? How do I check the switch? But the switch must be working if I hear a clicking sound? I guess I need to check the decompression solenoid?

It sure sounds like the relay is not working, but it could also not be getting juice from the switch.
Just jump the two big terminls like Erb said, use a pliers and see if the starter goes.

I jumped across the 2 big posts on the relay and the starter turned over. I checked the Decompression Solenoid (Which is where the clicking is coming from) it seems to be working fine. But i did bend the spoon slightly just enough to take the slack out.

(See, I knew that was the right side noise...)
OK, now on to the relay vs. the switch. (Really hoping for the relay..)
See if you have 12 volts going to the small relay terminals when you hit the starter button.
