I'm not a bike expert but from experience with cars sounds like dealer may not have done good job honing cylinder walls when installing HC pistons/rings. Without good crosshatching the rings won't seal right.
But if it's the rings you would expect to see increase in pressure with a couple squirts of oil.
Coming out the breather does indicate blow by so I would question the leak down test. Leak down is more than just rechecking compression after adding oil. It's seeing how long it holds up. Have no idea what specs are for Road * let alone with HC pistons.

Always checking for oil leaks when i fluff n buff the bike..
Not finding any leaks... No oil on the floor etc...
Assuming the rings are ok...
Do you know if there anything else that could b pumping pressure into the crankcase ??
Maybe some kind of smog pump ...
Keep thinking maybe it's something real simple the mechanic didn't put back correctly ..

I put on the Barans crankcase breather filter and no oil from there or on the ground.I'm stumpped

I can tell you one thing. My experience with Briggs and Stratton racing engines is that they have about as much compression coming back down the hole as they do going up it. It was a real experience trying to figure out what to do with the crankcase pressure. I finally vented it from several places in the case to a check valve installed in the exhaust system. It will help to scavenge the pressure that way if installed correctly. I'm sure the roadie is very simuliar. I rode several thousand miles before checking my air cleaner this time but it did have a small pool of oil in it also. I'll bet his rings are fine. How much oil did you put in the motor at fill up? I put 4 quarts in mine. Remember too that compression readings are cam timing dependent. Is it the same cam as stock installed the same way? straight up? advanced? retarded? Many times a stock cam will show much higher cranking compression than a modified cam espsecially if your trying make more power in a higher rpm range. The rings should be pretty well seated in the first 5 minutes of running the motor. Is the motor smoking?

I have always filed it to the center of the marks on the dip stick for the first year are so the oil leavel would never change it seems to have changerd after the trans re-call.
I have no oil leaks nothing comming out of the crankcase filter plugs look good but when I go on long rides I will notice that my oil pressure gage will drop and I will have to put a qt in it to get to show on the dipe stick.

Ultrastar ...just for your info, My dipstick NEVER reads the same. I check it the way Yami tells us to. Used to scare me, bottom of the stick one day top of the hatch marks the next, without doing nothing to it.I quit using it, I do an oil change with 4 qts. going in, I have no leaks or smoke and when I change the oil I get 4 qts. out. I know you had the trans recall done before it started, so were different there but, how much oil do you put in and how much do you get out when you change it? Just curious.
