Yamaha factory recall search:
https://www.yamaha-dealers.com/ymus/common/techpubs/nhtsaPublications.html
This checks if your bike is on a recall list, not if it's been done.
You'll still need to contact a dealer to have them run the VIN for completed recalls.

NICB check for Insurance claims, theft record or total loss records:
https://www.nicb.org/theft_and_fraud_awareness/vincheck
This is the National Insurance Crime Bureau & can find if a VIN has been branded as salvage, total loss, theft, etc. It's not a 100% flawless record of all VINs but it's a great place to start.

Due to privacy laws you will probably not be able to find out the identity of the last registered owner of a bike without a title. Your state DMV can usually tell you what you'll need to do in order to start the process of titling a bike with no paperwork. Each state/province is different so there is no one solution that works for everyone. Using the NICB link can at least show if there's a theft record reported to an insurance company in the USA.
