May want to check and make sure it didn't come loose. That ground being off (easy to check) would defeat either switch. The sinaling fuse provides voltage to the Brown circuit wire which both front and rear brake switches are connected to. When either switch is closed, the 12 volts goes across the switch and via Yellow wire goes to the connecter under the seat, and continued yellow wire to the tail light, right up to the socket. You say you don't read voltage. Check the signal fuse. If it's good, chase the yellow wire. The "LIGHTS" fuse is for head and tail lights and running lights.
