Just enough but adequate. Had to get some longer bolts though. The ones that came with the guards weren't long enough. I dont believe you will want to use the saddle bag mounts without having the sissy bar in place. It helps maintain the spacing on the fender. You can "suck" them in without it if you tighten too much. by suck themn in I mean you will pull the fender out and have more of the bolt sticking inside than you would want.
