It's all cotton, chucks onto your battery drill. It's great for cleaning/polishing spokes & hard to reach areas. I've tried the foam cone from Mothers for a few times now. When I was polishing the aluminum for my homemade light bar,, I used the cone in my drill press. And that is, Lots of BEER and Lots of Patients.
