Here is the page of the service manual......They list the "Heat Sinker" as a special tool. I searched for Heat Sinker under the service manuals search window and that page is the only place the tool is listed.

you also used heat sink compound. A material put between the part getting hot and the other piece to ensure surface area contact and to aid in transferring heat. Maybe Yamaha wants the compound to help the carb heater heat the carb?

I was just reading my manual last night to diagnose my gas light flash, it has the same pic with "pocket tester" and a part number inside the box. I guess they use a generic pic to indicate "special tool"?

As soon as I found out it wasn’t needed, I removed them on both of my bikes.

I know the engineers had a purpose, but Roadies are so close to tractors as far as their rev limits, I thought I’d take a chance.
