Does anyone have a spare black plastic cap for the stock carb not melted laying around you are willing to sale. Mine is melted somehow. I looked on boats.net which I found to be the most reliable source and they do not have a part number for it. However it does not show as discontinued on the parts diagram it just doesn't show any previous part number or anything. Strange??

Go to your local part store and buy a box of misc. vacuum line covers/plugs I'm sure one would work. Zip tie it or use a small hose clamp

I'm thinking he's referencing the top hat on the carb. Its the big black cap held on by two screws, that holds the upper diaphragm in place and covers the upper chamber.
