Quick question. In the youtube video at around 1:19 it looks like you pulled up on the throttle arm. Do you remember if that lowered the RPM?

Just thinking about Curts comments an suggestion. must have been something with the return spring or something sticking somewhere.

Did you ever try it with "BOTH" cables hooked up and properly adjusted???
