so I rewatched this video twice before I caught this but The guy in the car actually past and informed a LEO in suv at 1:32. Seems to me the LEO might have a bit of the blame here for not escorting or doing something about this.

For the hell of it I pulled up the safety record of the carrier involved in the accident. Turns out that when inspected their drivers get put out of service at a rate 4 times the national avg.
