Just the "Silverado" models 2005 and up have the separate circuit for the passing lamps that works like you have described... and the passing lights are hooked to this via a white 2-prong plug assembly ...not hooked to the headlight fuse but on a separate relay

But you still have a blue wire for the front running lights and the rear tailight and it is hooked to the headlight fuse...and that is the way the passing lamps are hooked up in other R* models...to remain on all the time...

Finally Got It..Thanks so much for these great replies..
I disconnected both signals put in a new fuse and all worked..
When I connected the left signal, it blew the fuse..

I pulled apart the signal, and inside where the bulb is, the blue wire had a hairline crack, which rubbed on the new Cobra Lightbar mount..not on the oem

stripped it , soldered a better connection, and heat wrapped it, and better than new...no more fuses blown..

THANKS TO ALL WHO HAVE HELPED RESPONDED..AT LEAST NOW I LEARNED HOW TO REBUILD THE FLASHERS, IF ANYONE HAS ANY QUESTIONS..
