Nice price, but the bike looks a little neglected. Shifter messed up, side cover off or missing, and the front looks kinda nasty! Probably all easy fixes, but shows a pattern of neglect.

Looks like a good project bike ... key word: "project".

First thing I noticed was what looks like a mud line across the bottom of the front tire.
Left to sit in the mud until it started sinking?

I've resurrected bikes like that but boy you could be in for a major teardown when you find out how many rubber parts can go bad from prolonged ultraviolet light exposure. Add in everything that can get sticky or crusty from condensation only adds more work. I'd bet a buck it's got water in the steering neck as well as all the wheel bearings. While you're at it check the transfer case for collected water from condensation.

I'd feel better about a bike like that if the price were closer to half that, all things considered.
