I'm not sure on the plastic spacer. I'm pretty sure the silver washer, is sized accordingly, for a half step on the needle(in Mikuni's world). It is a 5, with some 0's, and a decimal around it, in a manner which equates to size.
Docshadow filled in some info here awhile back, re the color coding of the shims. There is a purple, and a gold, IIRC.
The washer ontop of the clip, is usually a dark colored regular old washer.
With the multi groove needles, folks have moved away from stacking shims on a stock needle to get where you want to be.

The plastic shim I do not know about guess I could ask Dean, the silver washers are supposed to be 1/2 the distance between the slots which is 0.020", the gold washer that used to come in the Baron's jet kit I do not remember the thickness on and don't have one to measure.

Shim- yes sir.
Some of the posts on the forum recommend putting the clip on the fourth groove of the aftermarket needle, but no mention is often made if a if a shim goes below the plastic spacer.
I wish posters would be more precise in the description.
The 1600's had one shim below the plastic spacer.
The 1700's had two shims under the clip, one above the plastic spacer, and one below the plastic spacer.

Doc these should be in thousands of an inch not mm's.
There are a number of different thickness shims .... gold is 10 mm , silver is 20 mm silver and purple is 30 mm.
As the space between the clip is 40 mm use the silver shim to get 4.5.
10mm = 0.39"
20mm = 0.78"
30mm = 1.18"
40mm = 1.57"

Yep here are the correct figures Doc just got his mm confused with our inches.
There are a number of different thickness shims .... gold is 0.010 , silver is 0.020", and purple is 0.030".
As the space between the clip is 0.040" use the silver shim to get 4.5.
