Has anyone tried using a harley pan head style bee hive taillight on a R*? It will cover the 99-04 fender style tail light holes but I can't figure out if it will light up the license plate. The plate light looks like it may be a bit short of getting the light to the plate . Anyone ever try that light on a R* with the signal mustache in place?

I tried a Harley tombstone style taillight. The radius shape of the back of it did not match the shape of the RS fender. I tried to make a back pad for it to keep the water out, but it never looked right and I ended up scraping the idea. Not sure if one from a panhead has the same radius as the newer bikes.

i'm not sure i remember right. I think it was about .125-.250 gap when the top and bottom was touching. (side view)

Pretty sure our stock rear fenders have a much higher radius than anything HD has ever made.
You could try sanding the light housing to radius by using double sided tape & sandpaper on the fender & rubbing the light housing (gutted) against it.
If it's more than about 1/8" that could take a while but it should work.

So the gap (side view) is in the middle of the light housing not touching and the top and bottom of the light housing are touching. Correct? That would require grinding down the top and bottom portions of the housing to allow the top, middle, and bottom section to then rest against the fender? Or are you thinking the other way around?

These lights are metal so the sanding becomes grinding which I am not opposed to doing. You just have to use patients to grind away a little at a time. I have done it with other parts on my bike taken from other manufacturers like Harley to modify the fit.
