Philip Ouma Ayoo

Philip Ouma Ayoo

Philip Ouma Ayoo is currently the Head of the ICT Unit at the Inter-University Council of East Africa (IUCEA). He was formerly a lecturer in the Department of Information Technology at Moi University in Kenya. He has an MPhil. Degree in Information Sciences from Moi University.

He is currently pursuing his PhD in Information Systems at Makerere University in Uganda. His research interests include learning technologies and ICT policy.

Jabiri Kuwe Bakari

Dr. Jabiri Kuwe Bakari is Principal Researcher & Group Leader at The Open University of Tanzania (OUT), Faculty of Science Technology and Environmental Studies.

Dr. Bakari is currently a Lecturer and Director Institute of Educational Technology, Open University of Tanzania. He joined Open University of Tanzania as Lecturer at the Faculty of Science and Environmental Studies in October, 2007, after working with the University of Dar-es-Salaam, Computing Centre for more than ten years (1996-2007). He received his BSc. Computer Science degree at the University of Dar-es-Salaam in Tanzania in 1996, MSc. (Eng.) Data Communication degree from the Department of Electronic and Electrical Engineering, Sheffield University in the U.K. (1999).

Dr. Bakari started his carrier as a Systems Analyst/Programmer (1996-97) at the University of Dar es Salaam, Computing Centre, and later headed its Service Control Section (1998), From 1999-2001, he was Associate Director of the Centre, and become Deputy Managing Director in 2001 after the transformation of the University Computing Centre Unit to a limited liability company, the post which he held until he left for Ph.D studies in 2003. He received his doctoral degree in Computer and Systems Sciences at the Department of Computer and System Sciences, Stockholm University/Royal Institute of Technology in Sweden (May, 2007). On his return to Tanzania, he served as Deputy Managing Director, in charge of Finance, Administration and University of Dar es Salaam ICT services, the post which he held until he left for Open University of Tanzania in September 2007.

Dr. Bakari also played a key role in introducing Cisco Academies in Tanzania in 2000/2001-2003 as a Cisco Region Academy Coordinator and Certified Cisco Academy Instructor. He is a member of the International Federation for Information Processing (IFIP) TC-11 Working Group 11.1 (information security management), IEEE, and Information Systems Audit and Control Association (ISACA). He has published and presented several papers in the field of information security management (his main research area) at the Information Systems Security Association (ISSA), IFIP, IEEE and IST international conferences.

Dr. Bakari is an IT enthusiast whose keen interest is in business/product development using technology.

Sami Al Basheer Al Morshid

Sami Al Basheer Al Morshid

Mr. Sami Al Basheer Al Morshid was elected Director of the International Telecommunication Union (ITU) Telecommunication – Development Bureau by the Plenipotentiary Conference on 14 November 2006 in Antalya, Turkey. He took office on 1 January 2007.

Mr. Al Basheer has more than twenty-three years of experience in telecommunications in Saudi Arabia and abroad, including two years at the ITU Regional Office in Cairo.

Throughout the major part of his career he was responsible in the Saudi Arabian Government for the development of economic and financial policy and regulatory aspects of telecommunications as well as international coordination and cooperation.

As head of the department responsible for telecommunication policy and investment matters at the national, regional and international levels, he has extensive experience in telecommunications management and development as well as in negotiating and formulating international agreements on commercial, operational, maintenance and investment issues.

As Adviser to the Minister of Communications and Information Technology, Ministry of Communications and Information, Saudi Arabia, he was responsible for international relations and regulatory issues. He was also a Board Member of the Communications and Information Technology Commission (CITC).

As Director, Middle East & North Africa Affairs, at ICO Teledesic GL, Seattle, USA, he coordinated the introduction of the interests of ICO in Middle Eastern and North African countries.

During his tenure as Chief of the Regional Office for the Arab States of the International Telecommunication Union (ITU) in Cairo, Egypt, he was responsible for planning, organizing and directing the work of the Regional Office and contributed to the development of telecommunications in the countries of the region in both public and private sectors.

In addition to his role at the national level, Mr. Al Basheer played a leading role within regional organizations, acting as Chairman and participating in many conferences in ITU and at other regional and international organizations in the telecommunications sector.

Geraldine Namirembe Bitamizire

Geraldine Namirembe Bitamizire

Geraldine Namirembe Bitamizire is a Ugandan educator and politician. She is the current Minister of Education and Sports in the Ugandan Cabinet. She is also the Member of Parliament (MP) representing Mpigi District Women in the Ugandan Parliament.

Her extensive career in education has spanned over four decades. Between 1971 until 1973, she served as a Director of the East African Harbors Corporation, part of the first East African Community. She also served as the Head Teacher of Tororo Girls School from 1971 until 1974. Between 1974 and 1979, she served as a Senior Education Officer, in the Uganda Ministry of Education. In 1979, she was appointed Minister of Education, serving in that capacity until 1980. From 1981 until 1996, Minister Bitamizire was the Deputy Chairperson of the Teaching Service Commission. In April 1996, the she was elected Member of Parliament. She was appointed Minister of State for Primary Education in 1999, serving in that capacity until 2005 when she was appointed Minister of Education and Sports.

Born in 1941, Minister Bitamizire has a Diploma, Bachelor and Master’s Degree in Education Management from Makerere University and has been promoting Women’s Rights and Girls’ Education for many years. She was the National Chairperson of the Uganda Girl Guides Association in the 1980s. She was a member of the U.N. Commission on the Status of Women from 1998 to 2001 and is a founding member of Forum for African Women Educationalists (FAWE).

Kathryn Brown

Kathryn Brown

Kathryn C. Brown is Senior Vice President of Public Policy Development and Corporate Responsibility for Verizon. She has been with the company since June 2002. She is responsible for public policy development and messaging, emerging issues management, and cultivating strategic alliances with key national and international organizations. She is also responsible for Verizon’s domestic and international corporate responsibility initiatives. Ms. Brown has responsibility for the Verizon Foundation and its focus on the issues of education and literacy, with programs such as the Verizon Thinkfinity.org education website, and safety and health, supporting initiatives that further Internet safety, and apply technology to increase access to healthcare information and services.

Additionally, Ms. Brown was the Associate Administrator, Office of Policy Analysis and Development, at the U.S. Department of Commerce’s National Telecommunications & Information Administration. Ms. Brown worked for eight years at the New York State Public Service Commission as the Director of the Consumer Services Division and as Litigation Attorney and Managing Attorney for Telecommunications with the Office of General Counsel. Prior to joining the NYPSC, she was the Deputy Clerk of the New York State Court of Appeals.

Ms. Brown received her J.D., summa cum laude, from Syracuse University College of Law in 1980 and her B.A., magna cum laude, from Marist College in 1974. She is admitted to practice in New York and the District of Columbia.

Suraj Chaudhry

Mr. Chaudhry is Head of Business Development at at Vihaan Networks Ltd (VNL). Mr. Chaudhry has more than 13 years of experience in the industry and consulting space on engagements across Asia Pacific and the Middle East. At IBM, he worked across verticals, competencies and geographies. At GE Capital, he was involved in the product development and devised the go to market strategy for the consumer finance division. And at Shyam Telecom, he was instrumental in transforming an R&D based manufacturing company to a services-led customer centric organization. Mr. Chaudhry holds an engineering degree along with an MBA in Finance and Marketing.

Phillip Clay

Phillip L. Clay
Phillip L. Clay is the Chancellor of the Massachusetts Institute of Technology (MIT), and Professor of City Planning. He has served as the Chancellor since 2001. The Chancellor and the Provost are the Institute’s two most senior academic officers. As Chancellor, Professor Clay has oversight responsibility for graduate and undergraduate education at MIT, student life, student services, international initiatives, and the management of certain of MIT’s large-scale institutional partnerships. Together, the Chancellor and the Provost advise the President and participate in strategic planning, faculty appointments, resource development, and Institute resources and buildings.

A member of the MIT faculty since 1975, Professor Clay served as Associate Provost in the Office of the Provost from 1994 to 2001. He was the Head of the Department of Urban Studies and Planning from 1992 to 1994 and its Associate Department Head during 1990 to 1992. From 1980 to 1984, Professor Clay served as the Assistant Director of the Joint Center for Urban Studies of MIT and Harvard.

Professor Clay is widely known for his work in U.S. housing policy and community-based development and has been involved in several studies that received national attention. He is a founding member of the National Housing Trust that continues to address the issue of housing preservation. He is also President of the Board of The Community Builders, Inc., the nation’s largest nonprofit developer of affordable housing. In recent years, Professor Clay has served as a senior advisor on projects in several areas that include public housing, community capacity-building, and urban job initiatives. He served as Chairman of the Board of a local community college from 2002 to 2006. Additionally, he has served as a consultant to numerous federal and state agencies and foundations. He also maintains extensive involvement in community and professional activities, including memberships on other local and national boards and committees. He serves as member and Vice Chair of the MasterCard Foundation board and recently he was appointed to the Board of Trustees of the University of North Carolina at Chapel Hill.

Professor Clay is a native of Wilmington North Carolina. He received the AB degree with Honors from the University of North Carolina at Chapel Hill in 1968 and his Ph.D. in City Planning in 1975 from MIT. Professor Clay resides in Boston with his wife.

Jesús del Alamo

Jesús del Alamo

Jesús del Alamo is Donner Professor, MacVicar Faculty Fellow and Professor of Electrical Engineering in the Department of Electrical Engineering and Computer Science, Massachusetts Institute of Technology (MIT).

Professor del Alamo leads a research program on Si and compound semiconductor transistor technologies for RF, microwave and millimeter wave applications. His students have recently fabricated nanometer-scale transistors with world record high frequency operation. Professor del Alamo is also investigating the use of III-V compound semiconductors in the development of a new generation of deeply scaled transistors for future digital applications. His goal is to extend Moore’s law using III-V semiconductors.

Professor del Alamo is also engaged in investigating the technology and pedagogy of online laboratories (“iLabs”) for science and engineering education. These are real experimental facilities that can be accessed through the internet from a regular web browser. His team has developed laboratory set ups for electrical engineering education that have been accessed by thousands of students from around the world. He has played a leadership role in the creation of the MIT iLab Architecture, a toolkit of reusable modules and a set of standardized protocols to facilitate the rapid development and effective managements of iLabs. In collaboration with three Sub-Saharan universities, Professor del Alamo is exploring the potential of iLabs to enhance science and engineering education in developing countries.

Olivier Dupont

Olivier Dupont

Olivier Dupont is Corporate Development Consulting Engineer, Emerging Counties, Office of CTO at Cisco. For 10 years, he primarily worked on network security and was involved in most advanced designs Cisco offered in this field. Over the past 3 years he has been focusing on using ICT to improve Energy Efficiency in other economical sectors.

He has also taken a leadership role in the United States Telecom Training Institute (USTTI), a three-week program that Cisco offers twice a year to telecom decision makers from emerging countries.

Olivier is now focusing on Emerging Markets where he is helping creating awareness on future technologies which leading to e-country transformation

Prior to joining Corporate Consulting Engineering, in 1999, Mr. Dupont was a Consulting Engineer in Cisco’s EMEA sales organization, where he participated in the first large-scale implementation of Cisco’s early encryption and firewall technologies.

From 1992 to 1995, Mr. Dupont worked at France Telecom as a Project Leader for the design and the implementation of the French Academic and Research Network (RENATER), once, for a couple of weeks, the fastest IP network in the world.

He started his network carrier in building wiring.

Mr. Dupont holds a Master of Science degree from ESIGELEC in France, with a specialization in power production and electrical engines.

David Gross

David A. Gross

Ambassador David Gross is one of the world’s foremost experts on international telecommunications, having addressed the United Nations (UN) General Assembly and led more U.S. delegations to major international telecommunication conferences than anyone in modern history. Drawing on his more than 25 years of experience as a global policy maker and corporate executive, he assists U.S. companies seeking to enter or expand international businesses, as well as non-U.S. companies and organizations seeking to invest in, monitor and understand the U.S. market. Ambassador Gross advises foreign companies on non-U.S. countries and opportunities and informs clients regarding the International Telecommunication Union (ITU), Organization for Economic Cooperation Development (OECD), Asia Pacific Economic Cooperative (APEC), as well as other international bodies.

Ambassador Gross received his J.D. from Columbia Law School, and his B.A. from the University of Pennsylvania.

Andrea Johnson

Andrea Johnson, a program officer in Carnegie Corporation of New York’s International Program, works with the Higher Education and Libraries in Africa team on the strategy to develop and retain the next generation of African academics. She previously developed the strategy to enhance women’s opportunities and gender equity in African higher education, managed university-strengthening activities in Nigeria, and designed and implemented a capacity-building program for African universities on such themes as educational advancement and research management. Through the Partnership for Higher Education in Africa, Johnson worked closely with colleagues at other participating foundations to develop and implement strategies to improve access to internet connectivity for higher education and research. Prior to that, she engaged in grant-making on transitions to democracy in Africa, development assistance reform and public and policymaker education about Africa.

A former Peace Corps volunteer who spent two years in Riobamba, Ecuador, Ms. Johnson has research and professional experience in both the United States and in the developing world. She joined the Corporation in 1991 from the New York City Department of Transportation where she was a research assistant and operations analyst. She has also worked at the Mozambique Ministry of Justice and the U.S. Department of Agriculture.

Ms. Johnson earned a Bachelor of Arts degree in economics from the College of William and Mary and a Master of International Affairs degree in economic and political development from Columbia University’s School of International and Public Affairs. She is undertaking doctoral studies at New York University’s Robert F. Wagner Graduate School of Public Service.

Ms. Johnson is a trained community organizer and worked as a volunteer within the Industrial Areas Foundation network. She is a co-founder of the Africa Grantmakers’ Affinity Group and currently chairs its executive committee.

Meoli Kashorda

Meoli Kashorda

Professor Meoli Kashorda, PhD, MIEEE, is Executive Director of the Kenya Education Network Trust, Jomo Kenyatta Memorial Library, University of Nairobi.

Dr. Kashorda obtained a B.Sc. degree in Electrical Engineering in 1981 from the University of Nairobi, Kenya, an M.Sc. in Telecommunications and Information Systems in 1988 and a Ph.D. in Electronic Systems Engineering in 1991 both from the University of Essex, England.

He is an Associate Professor of Information Systems and the immediate former Dean in the School of Business at United States International University, Nairobi, Kenya. He had been a member of the University’s Management Council since 1999.

Themba Khumalo


Mr. Khumalo became CEO of MTN Uganda June 2009. He was CEO of MTN Rwandacell from 2007 to 2008; CEO of MTN Swaziland from 2003 to 2007, and CTO of MTN Swaziland from1999 to 2003.

He obtained an MS in Electrical Engineering in 1988 from the University of Iowa and his BSc. in Mathematics, Physics in 1982 from the University of Botswana & Swaziland.




Christopher Kemei

Christopher Kemei

Mr. Christopher Kemei is the Assistant Director in charge of Licensing & Compliance at the Communications Commission of Kenya (CCK). He was appointed to this post in May 2001.

Mr. Kemei joined CCK at its inception in 1999. He previously worked for the now defunct Kenya Posts and Telecommunications Corporation as a Manager in charge of International Services. He has been in the industry for over 20 years.

He has been instrumental in the implementation of regulatory reforms in the ICT sector in Kenya. In particular, he developed and implemented structural reforms in the ICT industry, including the adoption of the unified licensing and regulatory framework which has resulted in considerable interest and growth of the sector in recent times. He has also represented his country in many fora on ICT regulations.

Mr. Kemei is also a consultant in his own right having been engaged by ITU as well as individual institutions to advise on the setting up of policies, regulatory and administrative instruments and processes in various countries in Africa. He has trained as trainer on the ITU model for the calculation of Costs, Tariffs and Rates for Telephone Services (COSITU) and delivered training and installation assistance on the same to a number of African Countries including Swaziland, Zimbabwe, Zambia, Nigeria, Kenya, Namibia, Uganda, as well as other countries outside Africa such as Malaysia and Indonesia.

He has participated in initiatives and projects aimed at accelerating the deployment of broadband infrastructure such as submarine cable projects (TEAMS), National Optic Fibre Backbone Infrastructure (NOFBI), as well as broadband connectivity for educational institution, e.g., KENET.

Mr. Kemei holds an MSc in Operational Telecommunications from Coventry University, School of Engineering, UK and a BSc from the University of Nairobi. He has participated in many professional courses, seminars and workshops on ITC offered in many leading training institutions across the globe.

Patrick James Mangheni

Patrick James Mangheni

Professor P. J. Mangheni has operated on the borders between mathematics and information technology for nearly a generation. His interests in the mathematics have grown from ground-breaking work on the characterization of summing operators on injective Banach lattices, through detailed studies of the local geometry of Banach spaces, to the applications of C* algebras and fractals in image analysis. He has also worked on and with virtual learning environments for and in teaching, research and ICT projects. He has integrative skills in ICT systems design, research management and entrepreneurship with more than 30 years post-doctoral experience in teaching, research and IT consultancy work.

Since returning to Uganda in 1983 he has, taught in the Mathematics Department at Makerere University, and at the Uganda Christian University (UCU), where he has been Dean of Science and Technology (2003-2006) and of Research and Postgraduate Studies (2006-present).

Professor Mangheni has been involved in the development of the Information and Communications Technology industry in Uganda mostly through a number of local and multi-national firms and built up considerable experience in IT training and systems domestication in the private and public sector in Uganda. His current research interests include fractals, image analysis and expert systems.

Mario Maniewicz

Mario Maniewicz

Mario Maniewicz is the Chief of the Policies and Strategies Department at the Telecommunications Development Bureau of the International Telecommunication Union (ITU). His main responsibilities include assisting developing countries in the definition of their policies to foster the development of the convergent telecommunication/ICT sector at the national and regional levels; advising regulatory authorities in the application of best regulatory practices; collecting and disseminating statistical data and market analysis regarding telecommunications and ICTs; developing national plans to promote socially oriented ICT applications (e-education, e-health, etc.) in developing countries, fostering network security and cybersecurity; as well as to promoting training and development of human resources working in the sector.

Mr. Maniewicz has more than 30 years of experience in the telecommunication sector, and has worked in the Development Sector of the ITU since 1988. He has worked in ITU’s regional offices in Peru, Chile and Brazil, before assuming global responsibilities at ITU Headquarters in Geneva in 2000.

Mr. Maniewicz is originally from Uruguay, and he is an Electronic Engineer by training, with a specialization in Telecommunications.

Judith A. McHale

Judith A. McHale

Judith A. McHale is Under Secretary of State for Public Diplomacy and Public Affairs, helping lead America’s engagement with the people of the world. Under Secretary McHale is the former President and Chief Executive Officer of Discovery Communications. In this capacity, she forged partnerships around the world and created innovative strategies that focused on understanding and respecting different cultural contexts and tapping local voices to succeed in diverse markets.

Under Secretary McHale’s upbringing in Britain and apartheid-era South Africa inspired a life-long commitment to social justice and engagement with development issues, especially in Africa. Her family home was constantly under police surveillance and was wire-tapped; family friends were detained and mistreated; and she became close with key anti-apartheid activists, including Felicia Kentridge, who founded South Africa’s Legal Resource Centre, and her husband Sidney Kentridge, the noted civil rights lawyer who went on to represent slain anti-apartheid activist Steven Biko.

In the 1980s, Under Secretary. McHale served as General Counsel for MTV Networks, overseeing legal affairs for MTV, Nickelodeon and VH-1. In 1987, she became General Counsel at Discovery Communications. She went on to serve as Chief Operating Officer, Chief Executive Officer, and President. At Discovery, she launched innovative education and development initiatives in the United States and around the world, including the Discovery Channel Global Education Partnership, which provides free educational programming and technological support to more thana half million students at 200 schools and community centers throughout rural Africa, Latin America, and Eastern Europe. Before setting up the Discovery Channel Global Education Partnership, she led a “listening tour” into villages in South Africa, Zimbabwe and Uganda, meeting with teachers and local leaders, building trust, and better understanding the particular educational content and technological resources that would best serve those communities.

In 1998, Under Secretary McHale was appointed by Governor Parris Glendening to a four-year term as a member of the Maryland State Board of Education. In 2006, after nearly 20 years at Discovery, she worked with the Global Environment Fund, a private equity firm, to launch the GEF/Africa Growth Fund, an investment vehicle intending to focus on supplying expansion capital to small and medium-sized enterprises that provide consumer goods and services in emerging African markets. She spent considerable amounts of her time visiting key African markets, meeting with entrepreneurs from Lusaka to Dar es Salaam, as she assessed investment opportunities. The work of forming the Fund brought together her passion for building businesses with her long engagement with Africa and her own philosophy of “doing well by doing good.” Under Secretary McHale has also provided leadership to a range of organizations engaged in global affairs and development. She served on the boards of the Africa Society of the National Summit on Africa, Africare, the Colonial Williamsburg Foundation, the National Democratic Institute, and Vital Voices.

Under Secretary McHale graduated from the University of Nottingham in the United Kingdom and Fordham University School of Law in New York.

Kwanele Mpanza

Kwanele Mpanza joined SEACOM as Marketing Assistant in early 2010. Previously a brand and communication strategist for trend forecasting and traditional advertising agencies in South Africa, Mr. Mpanza developed and implemented numerous brand and communication strategies for major global brands. An avid follower of business; technology; and consumer trends, Mr. Mpanza enjoys tracking global developments and movements shaping the world we live in today. He is passionate about empowering and uplifting the African continent and is actively involved in various social development initiatives and projects in South Africa. His role within SEACOM also sees him manage and implement SEACOM’s Corporate Social Responsibility Strategy throughout the African continent. He holds a Marketing Degree from the University of KwaZulu-Natal, Durban and is currently studying his MBA part-time through the University of Liverpool.

John Andrew Mpapalika

John Andrew Mpapalika

In 1983, John Andrew Mpapalika, graduated with a B.Sc. in Electronic and
Communications Engineering from the London Metropolitan University (then North London Polythechnic). He has achieved a wide range of work experience and professional training in the field of telecommunications engineering, policy and regulations. He worked with the fixed line network operator in his country (Tanzania) for 17 years until he became the Director of Network Design.

Currently, Mr. Mpapalika works for the Tanzania Communications Regulatory Authority as the Director of Telecommunications Development. In November 2004, he enrolled as a student in an MPhil./PhD. programme in the field of telecommunications engineering with the London Metropolitan University.

Nora Mulira

Nora Mulira

Dr. Nora Mulira is the Director of the Directorate for ICT support at Makerere University. A systems analyst, researcher, and consultant with over 10 years of experience in ICT development in Africa, she has been involved in the development of institutional, national ICT policies and strategies in Uganda and the region through the private and public sector as well as global partner initiatives.

Relevant experience to this Symposium includes: leading the information systems development component for the policy synthesis; master plan formulation; and implementation of ICT services and systems at Makerere University.

She was the Project Manager for Developing Uganda’s Information Infrastructure Agenda (DIIAUP) bythe World Bank (InfoDev). The Information Infrastructure Agenda defined information infrastructure requirements for key development sectors strategies to promote e-health, e-learning, e-agriculture, e-government, and e-commerce/business, which form the core of Uganda’s National ICT policy framework.

She is a founding Board member of the Research and Education Network of Uganda (RENU) and Uganda Chartered Health net.

Dr. Mulira holds a Ph.D in Service systems engineering from Delft University of Technology (TU Delft) in the Netherlands and an MSc degree in Management Information Systems (MIS) from the London School of Economics (LSE), University of London, United Kingdom.

Alice Wanjira-Munyua

Alice Wanjira-Munyua

Alice Wanjira-Munyua is the Project Coordinator for Catalyzing Access to ICTS (CATIA), a project geared towards promoting increased and more effective advocacy to speed up changes in ICT policy and regulatory frameworks.

She is the convenor of the Kenya ICT Action Network (KICTANET), interdependent multi-stakeholder network, working with government on ICT policy formulation. Ms Wanjira-Munyua is also involved in managing a research and advocacy project for the Communications Rights in the Information Society, which is aimed at promoting an understanding of communications rights and to reform governance in relation to them.

She has extensive experience in project management, radio programming, information and communication policy advocacy, and multi-stakeholder ICT policy development. She has over the years been engaged with the civil society on a number of initiatives involving research, development communication, capacity building, and civic education.

Ms Wanjira-Munyua was involved in mobilizing African Civil Society organizations to prepare input into the World Summit on Information Society (WSIS) process. She chaired the Civil Society Caucus during the first WSIS Prep Com held in Geneva in July 2002.

Between 2001 and 2003, she worked with the African Women’s Development and Communication Network (FEMNET) as programme officer in charge of communications. Ms Wanjira-Munyua had earlier worked as project manager with the Ndizathuzomwe Project Malawi, a project of the UK Department for International Development (DfID), Radio for Development and the Malawi Broadcasting Corporation.

She also worked with Radio Kwizera Jesuit Refugee Service in Tanzania from 1997 to 1999 as project director. Between 1993 and 1999, Ms Wanjira-Munyua served as the programme assistant with the Africa Service of the Vatican Radio.

Ms Wanjira-Munyua holds an M.A. degree in Social Communications from the Pontifical Gregorian University in Rom, Italy, and has also trained in gender mainstreaming, Internet law and negotiation skills at various reputable institutions. She is serving her second three-year term at the CCK Board. She joined the CCK Board on 11th May 2005.

Solange Mukamurenzi works at the Ministry of Education (Rwanda) as the National Coordinator of Rwanda Development Gateway Group (RDGG), an ICT project. She coordinates and monitors the implementation of the activities by the RDGG Centers namely the Regional ICT Training and Research Center; the Rwanda Development Gateway; and the Center for Geographic Information System and Remote Sensing.

She has seven years of experience: one year in the Computer Science Department at the Kigali Institute of Science and Technology; and six years on an ICT-related project. Ms. Mukamurenzi served as a Vice Chairperson for the Board of Directors of the Rwanda Information and Technology Authority (RITA) since for one year; and she is currently the Vice Chairperson of the Board of Directors of the Regional Technology Development and Innovation Center (RTDIC) since April 2010. She holds a B.Sc. degree from Kigali Institute of Science and Technology and earned her M.Sc. degree in Computer Science and IT from St Andrews University in Scotland.

Prior to joining RDGG in 2005, she worked for the Computer Science Department at the Kigali Institute of Science and Technology in Kigali, Rwanda. She also worked as the Manager of the Regional ICT Training and Research Center.

Paul Isaac Musasizi is the Operations Manager and Principal Systems and Business Analyst of the Academic Records Management Systems (ARMS) Project, which is aimed at the incubation of home-grown e-Governance Solutions for higher education institutions, solutions for e-Health, and e-Commerce. Currently, the project is building from scratch, a system for Academic Records Management using the Faculty of Technology as the development and test site.

Mr. Musasizi is also the PROJECT Manager of the ICT4MPOWER Project at the Faculty of Technology (since 2009). The ARMS Project is the key implementer of ICT4MPOWER Project (www.ict4mpower.org) at the Faculty of Technology. The ICT4MPOWER Project is executed in Collaboration with FCIT, Ministry of Health and the Department of Biomedical Engineering, Kalorinska University Hospital, Stockholm, Sweden, and is aimed at developing a National Health Information System starting with Isingiro District as the proof of concept.

Mr. Musasizi is the Project Administrator of the iLABS@MAK Project, a position he has held since 2007. This project is carried out in collaboration with Massachusetts Institute of Technology (MIT) with the goal of developing Internet Laboratories (iLABS).

Mr. Musasizi spearheaded the formation of the National Remote Engineering Consortium, which is a concerted effort to advance remote engineering in science education in Uganda in a framework of a knowledge transfer partnership of academic institutions, government, policy makers, the public-private sector and the industry.

He is the Operations Manager of the Vehicle Design Project at Makerere, one of the main innovative projects at the Faculty of Technology. The project’s main goal is to build an energy-efficient electric vehicle with Makerere University Campus as the development and test site.

Mr. Musasizi holds a Master of Science in Mechanical Engineering and is an Assistant Lecturer in the Department of Computer Engineering and Engineering Mathematics, Faculty of Technology, at Makerere University. He has over seven years of experience in Engineering Instruction in Engineering Mathematics, Software Engineering, Engineering Ethics, Computer Aided Design, and Project Management. He has participated in the review and development of program curricula in a variety of disciplines for Makerere University (on behalf of the Uganda National Council for Science and Technology); Busitema University; Ndejje University; and Kyambogo University. Since 2005, he has been a member of the Faculty of Technology Academic Affairs and Examinations Committee.

He is the Systems Analyst on the four-member National Technical Support Team appointed by Government on the National Security Information System (NSIS) Programme (2010).

Jonathan Peter Mwakijele

Jonathan Peter Mwakijele has been the Head of Computer Engineering and Information Technology Department since January 2009. He was Programme Coordinator of Master of Communications Management (MCM) and Master of Science in Operational Communications (MOC) Programmes and Lecturer until 2007. He worked with Soft-Tech Consultants Ltd in Dar es Salaam, Tanzania for one year prior to joining Kigali Institute of Science and Technology (KIST) in 1997.

He received his Bachelor of Science with Computer Science degree from University of Dar es Salaam in 1996, his Master’s Degree of Communications Management at KIST in 2006 and his Master of Science in Engineering and Manufacturing Management (EMM) in 2008 at Coventry University, United Kingdom (UK). During the ITU Conference on Human Capital Development in July 2008 at Warwick University, UK where he was a speaker, he was offered a scholarship by United Kingdom Telecommunications Academy (UKTA) to pursue his Ph.D at Coventry University which he started in September 2008.

Since 2009, he has been representing KIST in the International Telecommunication Union (ITU) Steering Committee Meetings of Centres of Excellence (CoE) Network for Africa.

Apart from lecturing and administrative work in the Institute, in 1997 to 2008, he worked in Information and Communications Technology (ICT) Centre, which has been responsible for provision of Internet and Email services to faculty and students.

Patrick Mwesigwa

Eng. Patrick Mwesigwa holds a BSc. Degree in Electrical Engineering from Makerere University, Kampala and Masters degree in Operational Telecommunications from Coventry University, UK.

He worked with Uganda Posts and Telecommunications Corporation and later Uganda Telecom for a period of 20 years starting as a Pupil Engineer and was later promoted through the ranks to the post of Chief of Planning. During his service with Uganda Telecom, he was involved in planning, construction and maintenance of transmission and switching systems around the country.

Eng Mwesigwa joined Uganda Communication Commission as a Technical Manager in 2001. In January 2008, Mr. Mwesigwa was appointed Director/Technology and Licensing, and in January 2010, he was appointed Acting Executive Director, Uganda Communications Commission following the end of the contract for the Executive Director. Mr. Mwesigwa was elected Chairperson of East African Communication Organisations (EACO) at its Congress that was held in Kampala, Uganda on 7 May 2010.

He has participated and presented at a number of regional and international fora on telecommunications and ICT.

Margaret Ngwira

Margaret Ngwira
Mrs. Margaret Ngwira holds a Bachelors in English and Economics degree and Masters in Library and Information Science degree from the University of British Columbia. She is a member of CILIP, the Chartered Institute of Library and Information Professionals in UK. She practiced as a librarian for 40 years primarily in University of Malawi (but also University of Namibia for 6 years) in the Colleges of Agriculture and later Nursing until her retirementin March 2009. Since the1980s, she has pursued ICT innovation, developing information products to assist in service delivery especially to the growing post graduate student population. In the late 80s, with Rockefeller funding, working with CDS/ISIS she developed several databases backed by full text documents in critical areas such as soil fertility. Then in 1990, still with Rockefeller funding, she developeda pre-html hypertext system, Development-Related Information for Malawi (DRIM) using GUIDE software. These were, of necessity, stand-alone systems. In the late 90s, she led a team developing e-learning materials for environmental information specialists for IUCN – VeSATS (Virtual Environment, a Southern Africa training system).

She is a founding member of MALICO, the Malawi Library and Information Consortium. But the coming of the packages that provided low cost access to electronic journals throughthe work by INASP, AGORA, HINARI and eIFLbrought infrastructure issues into focus – world class journal contentavailable but no infrastructure to access them effectively. This led to her involvement in the installation of a VSAT system through MALICO fora string of 4 academic institutions from north to south ofMalawi. This provided access but at a price vastly beyond what the institutions could afford – hundreds of times what equivalent bandwidth would cost in the west. This then led to the pursuit of fibre from 2005 initially as part of the SARUA Fibre Study.

She is a founding member of MAREN and also of UbuntuNet Alliance for Research and Education Networking of which she has been a Director since its founding. Within UbuntuNet she represents the Alliance as a consortium member of the GLOBAL EU FP7 project.

She is a Board Member of the Malawi National Library Service and a member of the International Advisory Committee of the Institute of Development Studies, University of Sussex. She has led consultancy teams for Rockefeller Foundation, Ford Foundation /World Bank,IUCN, EU/CTA and Norwegian Church Aid among others. She has carried out a great deal of capacity-building training mainly in Malawi but also externally in places such as Gaza and Mali. She has served on several editorial boards. She is married to Professor Timothy Ngwira and lives in Lilongwe.

Michael Niyitegeka

Michael Niyitegeka is Head of Corporate Relations Office, and is an Assistant Lecturer in the Department of Information Systems, Faculty of Computing and IT, Makerere University. He has been employed at Makerere University since 2001. He has previously worked with the private sector specifically in the coffee exporting industry in different capacities.

Mr. Niyitegeka holds an MBA from Maastricht School of Management (MSM) in cooperation with Eastern and Southern African Management Institute (ESAMI) in Tanzania. As an academic, he is interested in areas of IT Strategy and Management, and ICT for Development. He has supervised and supported both undergraduate and postgraduate students while undertaking their research.

As Head of the Corporate Relations Office, he has spearheaded local and international collaborations at the Faculty of Computing and IT and as such as he has initiated collaborations with the following entities Microsoft, IBM, Google, CISCO, Dell, New Vision, Uganda Police Force, Ministry of Foreign Affairs, SMS Media, and thus he is the point person for faculty collaborations local and international. He regards himself as an enabler of processes through his facilitation skills, a responsibility he undertakes with a lot of passion.

Etienne Ntagwirumugara

Dr. Eng. Etienne Ntagwirumugara was appointed by Rector’s Council and Ministers of Education and ICT as CEO of Rwanda Education and Research Network (RwEdNET) in March 2010. He was appointed as Deputy Director of all Engineering Laboratories and Workshops at Kigali Institute of Science and Technology (KIST) in April 2010. He became Dean of the Faculty of Engineering at KIST in April 2009. Prior to this, he was the Director of the Centre for Innovations and Technology Transfer (CITT) from April 2008, and was a Senior Lecturer and Head of Electrical, Electronics and Telecommunications Department from September 2007. He also has held the post of Research Scientist at the University of Valenciennes, France since 2003.

Before the completion of his Doctoral Program he worked as a lecturer in the Electronics and Telecommunication Department of KIST from February 2001 until Aug 2007, during which he taught courses in undergraduate and diploma programs and was actively involved in the development and maintenance of department’s laboratories, curriculum development, and guiding undergraduate and diploma projects.

Dr. Eng Ntagwirumugara is a member of the institution of Engineers in Rwanda. He was elected in 2005 as Patron of the Association of Engineers in Electronics and Telecommunications in Rwanda. He is also a member of Rwanda Science and Research Council. In October 2007, Dr. Eng. Ntagwirumugara was appointed as Internal Examiner of Projects for Masters in Communication Management in partnership with Coventry University, UK and member of the Internal Tender Committee of KIST.

From January 2008 to February 2009, he was a Board member of the Center for Support to Small and Medium Enterprises in Rwanda (CAPMER). In April 2009, he was appointed by the Government of Rwanda as a Board member of the Workforce Development Authority (WDA).

He has attended several higher training courses in ICT (Sapporo Electronics Center, Japan in 2001), management training courses (Coventry in 2005), and Germany Research Centers (Kassel & Vismar Universities in 2005). In 1995, he completed two training courses at a company in charge of the distribution of electricity in Burundi.

From 1996 to 1999, he worked as a Chief Administrator of Networking and Planning at Rwandatel in Kigali. He has often taken part in the recruitment of senior officials of State in Rwanda, and has worked as a consultant in Rwanda and Burundi in the fields of electricity, ICT and telecommunications.

Dr. Ntagwirumugara received his degree in Electromechanical Engineering from the National University of Burundi in Bujumbura in 1996, and his M.Sc. degree in Electronics Engineering from the University of Montpellier II (October 2000), in France. In 2003, he joined the Institute of Electronics, Microelectronics and Nanotechnology (IEMN) at the University of Valenciennes, France, in collaboration with Scientific National Centre of Research (CNRS), France. He obtained his PhD in Electronics, Specialization Telecommunication from the University of Valenciennes, France in 2007. Dr. Eng. Ntagwirumugara has around 15 international publications to his credit.

Nyimbi Odero

Mr. Nyimbi Odero is the Office Lead for English Speaking West Africa at Google, where he creates programs, initiatives and projects to increase the number of internet users and internet. In this role he engages with governments on policy and regulation with a view to increasing competition in the internet ecosystem and with the public and private sector to make the Internet more relevant to Africans in their everyday lives.

Mr. Odero has a profound interest in the education sector and initiated the Google University Access Programme which delivers bandwidth, wireless networks and inexpensive computing devices to university students and communities. In one instance, at the University of Nigeria Nsukka, the University is building Africa’s largest wireless network to serve over 60,000 people.

Mr. Odero is a pilot, scuba diver, spelunker, expeditioneer, programmer, entrepreneur and has been an international class competitive swimmer, runner and polo player.

Dorothy Okello, is a UCC Commissioner and Chairperson of Uganda’s Rural Communications Development Fund. She is also a Ugandan technologist and engineer, known for her work in the Women of Uganda Network or WOUGNET

Dr. Okello has a B.Sc. degree in Engineering (Electrical) from Makerere University, Uganda, an M.Sc. in Electrical Engineering from the University of Kansas, United States and a Ph.D. in Electrical Engineering from McGill University, Montreal, Canada (where she received a Commonwealth Scholarship).

Dr. Okello is Coordinator of WOUGNET, whose mission is to promote and support the use of information and communication technologies (ICTs) by women and women’s organizations in Uganda. She has been active in the area of getting more women, small-scale enterprises and rural communities engaged in the information society for development via gender & ICT policy advocacy and via program implementation and monitoring & evaluation. She is also a member of the Strategy Council of the United Nations Department of Economic and Social Affairs Global Alliance for ICT and development (UNDESA-GAID).

She has also been a lecturer with the Department of Electrical Engineering, Faculty of Technology, Makerere University, Uganda. She has over a decade in teaching, researching, and conducting projects in the ICT sector at national, regional and international levels.

Charles Lwanga Mark Olweny

Professor Charles Olweny (M.B. PhD. M.Med., MD, FRACP) is Vice Chancellor and Chief Executive Officer of the Uganda Martyrs University. Previously, he served as Professor and Head of the Department of Medicine, Makerere University (1979-1982).

He serves as Chairman of the Board of Governors, St. Raphael of St Francis Hospital, Nsambya and is a member of the Governing Council of the Catholic University of Eastern Africa (CUEA), the Executive Board of the Association of African Universities (AAU), the Executive Committee & Governing Board of the Inter-University Council for East Africa (IUCEA). He also serves as Chairman of the Board of Directors of the Uganda Cancer Institute.

He has published over 120 articles in refereed journals and has written over 20 books and book chapters, primarily on cancer, quality of life, bioethics in developing countries, resource allocation and malaria.

Mark Olweny is an Architect and Urban Planner. He is Senior Lecturer in the Faculty of the Built Environment at the Uganda Martyrs University. His areas of specialization are Architectural Science and Architectural Education. Previously, he served as Associate Dean, Faculty of the Built Environment, Uganda Martyrs University.

Mr. Olweny is a PhD candidate at the Welsh School of Architecture, University of Cardiff, Wales. He served as a Visiting Researcher at the University of Darmstadt, Germany (2005 – 2006). He earned Masters and Bachelors degrees in Architectural Studies from the University of Adelaide, Australia (1993-1997). He is a member of the Uganda Society of Architects, the Society of Building Science Educators (SBSE), and the Australian Institute of Architects (AIA). He has numerous publications on Ethics in Architecture, Thermal Performance, Technology in Built Environment Education, Culture and Architecture and Environmental Performance of Buildings.

Mr. Johan Prinsloo is responsible for Intelsat’s key accounts in the African region. Mr. Prinsloo was instrumental in establishing Intelsat’s first regional sales office in South Africa in 2001. Prior to Intelsat, Mr. Prinsloo spent more than 12 years with Atio Corporation, a South African based technology company. Mr. Prinsloo began as a Senior Systems Engineer before being promoted to a role of Divisional Director. As Managing Director of an Atio subsidiary formed in 1993 to consolidate Atio’s satellite and radio communication interests, Mr. Prinsloo was responsible for sales and business development of integrated telecommunication infrastructure systems. This responsibility also entailed satellite ground systems. Mr. Prinsloo established telecommunications systems for clients, ranging from integrated private voice/data networks to ship-to-shore VSAT systems.

Mr. Prinsloo holds a Bachelor of Science degree in Electrionic Engineering from the University of Pretoria in South Africa.

Donald R. Riley, Board Chair of the Internet Educational Equal Access Foundation, is Professor of Decision Information Technologies in the Robert H. Smith School of Business, and Affiliate Professor of Mechanical Engineering at the University of Maryland, College Park, Maryland. He serves as I.T. Fellow, Southeastern Universities Research Association (SURA) in Washington, D.C. Professor Riley served as Vice-President and CIO at the University of Maryland from 1998 to 2003, and CIO at the University of Minnesota from 1992 to 1998.

Dr. Riley was one of the founders of Internet2 in the U.S., and currently serves on the Board of National LambdaRail (NLR) and co-chairs the annual Chinese American Networking Symposium (CANS).

Dr. Riley is currently working to light dark fiber in Uganda to create the Research and Education Network of Uganda (RENU) backbone.

Dr. Ahmed Kawaase Sengendo is the Rector of the Islamic University in Uganda (IUIU) and Chairperson of the Uganda Vice Chancellors’ Forum. Dr. Sengendo is the first Ugandan to serve as the Rector of Islamic University in Uganda. He has had a distinguished career as Lecturer, Scholar and Academic Administrator in IUIU, which he joined as one of the pioneer staff when the University opened its doors in 1988.

He has served in various positions within the University starting as University Secretary from 1988-2001. He was then promoted to Vice Rector from 2001-2003 and finally Rector.

Since his appointment, he has worked to strengthen the core academic and research operations of the University, fostered close links with business and industry to improve the financial status of the university and has improved the image of the University with Government Authorities plus the neighbouring communities.

Under his leadership, he has overseen the expansion of the University to other regions of the Country. Three campuses under IUIU, one in Northern Uganda (Arua) and two in the Capital Kampala, have been opened. This has increased the total student enrollment of the University. He has directed major construction projects within the University that are helping to improve the facilities of the University. New buildings for Academic, Student Halls of Residence and many other facilities have been constructed within the University.

Prior to joining IUIU Dr. Ahmed Sengendo was a Lecturer at Makerere University in Uganda. Dr. Sengendo holds a Bachelor of Science degree and Masters degree from Makerere University (UG) and a Ph.D. from the University of Kansas (USA). He was on Fulbright Scholarship for his Ph.D.

Dr. Sengendo is an Orator and those who have listened to his speeches are amazed by his oratory and rakish repertoire. He has been honoured on several occasions with various achievements, and he is happily married with children.

David Souter is Managing Director of ict Development Associates, a UK-based consultancy which he formed in 2003 and which brings together groups of independent specialists to work on ICTs, development and the environment, ICT policy and regulation and internet governance. He is also Visiting Professor in Communications Management at the University of Strathclyde, Scotland, and Visiting Senior Fellow in the Department of Media and Communications at the London School of Economics. From 1995 to 2003 he was Chief Executive of the Commonwealth Telecommunications Organisation. He has published widely in the communications and development fields.

Lynn St. Amour is President/CEO of the Internet Society (ISOC). She joined ISOC in 1998 as Executive Director of its Europe, Middle East, and Africa (EMEA) division, and has been responsible for ISOC’s international expansion. She became ISOC’s global Executive Director and COO in 1999 and held that position until her appointment as President and CEO in March of 2001. She divides her time between ISOC’s offices in Reston, Virginia, and Geneva, Switzerland.

Ms. St. Amour has extensive experience in global IT and international business. Her background includes positions at the highest levels in international sales and marketing, strategic planning, partner management and manufacturing. She also has considerable experience in corporate restructuring and start-up management. Ms. St. Amour has spent most of her career working in the United Kingdom, France and Switzerland, with significant long-term assignments in other European countries.

Prior to joining ISOC, she was director of Business Development and Joint Venture Operations for AT&T’s Europe, Middle East and Africa division. She led the negotiation and development of several telecommunications joint ventures with leading European companies. She was responsible for managing the AT&T Unisource Communications Services joint venture – an alliance between AT&T, and the Swiss, Swedish and Dutch PTT’s – to ensure alignment of strategic goals and achievement of operating targets.

A graduate of the University of Vermont, Ms. St. Amour began her career in information technology with the General Electric Corporation.

Sandy Stevens Tickodri Togboa is an Engineering Scientist and Professor of Computer Engineering and Engineering Mathematics, with vast Research, Teaching and Administrative Experiences. Currently, he is the Acting Deputy Vice Chancellor (Finance and Administration) of Makerere University. Prior to that, he was Deputy Dean (undergraduate Affairs) of the Faculty of Technology. He also headed the Sub-Department of Engineering Mathematics and Information and Communications Technology facilities and resources of the Faculty of Technology. He superintended over the setting-up and management of the University’s Geographic Information Systems Center.

Prof. Tickodri-Togboa has spearheaded a number of cutting-edge research projects at Makerere University. His research interests lie in remote engineering, digital signal processing, Geographical information systems and electric power generation. He is the Principal Investigator of the iLABS@MAK project. The project engages undergraduate and graduate students, and Members of Staff in research geared towards development of online experiments. He is also overseeing the development of The Electronic Academic-Events Scheduling System (eAESS). The Project is aimed at the development of an eAESS – state-of-the-art, needs-responsive, scheduling system using the Faculty of Technology as the development and test site.

He is the brain behind the Academic Records Management Systems (ARMS) Project, which aims at the development of a comprehensive user-centric Academic Records Management System to support Makerere University’s logical and physical academic infrastructure, using state-of-the-art technologies and current generation industrial aesthetics. In addition, Prof. Tickodri-Togboa established the Centre for Research in Transport Technologies that is building a hybrid electric vehicle custom made for the Ugandan environment. The establishment was inspired by the Vehicle Design summit (VDS), a brainchild of Massachusetts Institute of Technology, Cambridge, Massachusetts, USA, in which a group of Makerere University students participated in building a hybrid vehicle prototype.

Currently, Prof. Tickodri -Togboa is a Member, Technical Committee promoting and spearheading the establishment of a fully-fledged Public University at the West Nile Region of Uganda. He is also Chairman, West Nile Power Utility Company Limited – the company that was the precursor to West Nile Rural Electrification Company Limited (WENRECO) and continues to promote rural electrification in the region. Prof. Tickodri –Togboa is the Chairman of the Board of Directors of the Uganda Electricity Generation Company Limited.

Alex Twinomugisha

Alex Twinomugisha

Mr. Alex Twinomugisha has extensive experience in ICT for Education and Development in the areas of planning, design, implementation and management. He is currently the Africa Regional Director based in Nairobi, Kenya.

Before being appointed the Africa Regional Director, he was the ICT Specialist for the Global e-Schools and Communities Initiative (GeSCI) for three years, a role that entailed providing strategic advice to partner governments on ICT in Education issues.

Prior to his work with GeSCI, he was a technical consultant to the World Bank in Washington D.C. for the African Virtual University (AVU) project responsible for setting up and managing the online and satellite infrastructure for eLearning involving 34 learning centers in over 15 African countries. He later established and managed the ICT department of the independent AVU organization based in Nairobi, Kenya.

He has undertaken other special assignments providing technical assistance and advice in the acquisition, deployment and use of ICTs in Education for various international organizations.

Nzioka Waita

Nzioka Waita

Nzioka Waita is an advocate of the High Court of Kenya and is a member of the Law Society of Kenya’s ICT Committee. He is a graduate of Law (LLB) from the University of Sheffield in the UK and is currently undertaking a Masters in Law degree course in Computer and Communications Law at Queen Mary, University of London.

Mr. Waita heads up the Legal and Regulatory Affairs Department at Kenyan communications service provider, Safaricom Limited. He has a keen interest in the country’s telecommunications regulatory environment having been in the sector for close to decade. He holds various other positions within the ICT environment and is currently the company Secretary of the international fibre optic company TEAMS Limited. He is also one of the legal advisors to the Kenya Telecommunication Network Operators Association, which is the representative body of the Kenyan telecommunications industry.

In both his private and public engagements, Mr. Waita is very passionate about community service and, aside from being a Trustee of the Safaricom Foundation, he sits on the Board of two other non-profit organisations, namely the African Braille Centre (www.africanbraille.org), which provides specialised Braille reading material for the visually impaired, and Alive and Kicking Kenya (www.aliveandkicking.org.uk), a social charitable trust registered in the UK and having a local office in Kenya.

Mwambu Wanendeya is Vice President and Head of Communications for Sub-Saharan Africa at Ericsson. He is an award-winning, experienced communications and marketing professional with more than 20 years experience in broad global media, public relations, corporate social responsibility, public affairs and journalism (internet, radio, television and print). Mr. Wanendeya has excellent, very senior level media and government contacts around the world, particularly in Europe, Middle East and Africa, and possesses an effective and practical understanding of the relationship between media, governments, regulators and other stakeholders in the African and Middle Eastern telecoms markets.

From April 2006 – May 2010, Mr. Wanendeya served as Group Head of Public Relations, Sponsorship and Events, then as Communications Director Africa at Zain Group (formerly MTC). Previously, he worked as Group Marketing and Communications Manager at Celtel International B.V. and as a Public Affairs Officer at the Commonwealth Secretariat.

Mr. Wanendeya’s experience includes serving as a reporter covering East and Central Africa at BBC Broadcast; and producer at BBC. Mr. Wanendeya graduated from Imperial College in London.

Leslie Martinkovics

Leslie Martinkovics is Director of International Public Policy and Regulatory Affairs for Verizon Communications, one of the largest broadband services providers in the United States. He is the company’s primary point of contact to multilateral organizations such as the International Telecommunications Union (ITU), where he is Vice Chairman of ITU-T Study Group 3 (international tariffs and charging issues), as well as leading his company’s participation in World Administrative Radio Conferences. He also participates in regional organizations in the Americas (CITEL) and the Asia-Pacific region (APEC TEL), where he works on a wide range of IP policy and technology issues. He also chairs the United States Council for International Business (USCIB) Information Society and Strategy Working Group, and is a member of the Board of Directors of the United States ITU Association.

Prior to joining Verizon in 1998, he was the Managing Director of LJM International, a transatlantic consulting firm specializing in opening new markets for major telecommunications and information technology companies in Central and Eastern Europe, and in Eurasia. His company provided strategic and business planning, contract negotiations, licensing, and joint venture formation/registration and in-country management, in more than twenty countries.

Mr. Martinkovics has a Bachelors degree in International Studies and Communications from the School of International Service at the American University, and graduate degrees from the Center of Mass Communication Research (University of Leicester, England) and St. Edmund’s House and Trinity Hall (Cambridge University, England).

Karen Rose

Karen Rose
Karen Rose is responsible for Access and Development Initiatives at the Internet Society, where her work focuses on expanding Internet infrastructure, access, and related capacities in emerging economies.

Ms. Rose began her career in public policy working on Internet and e-commerce issues at the U.S. Federal Communications Commission. She later joined the National Telecommunications and Information Administration of the U.S. Department of Commerce where her work focused on the coordination of Internet naming and addressing functions, including the domain name system, ENUM, and IPv6. She received the Department’s Gold Medal award and several additional honours for her work on the privatization of Internet domain name system management.

In 2002, she left government to join an Internet start-up in Sydney, Australia where her responsibilities included corporate strategy and product development. Just prior to joining ISOC, Ms. Rose was an independent ICT consultant based in Cairo, Egypt and Sydney, Australia.

Ms. Rose has been an active participant in Internet discussions in various international governmental and non-governmental organizations including the ITU, OECD, and ICANN.

She holds a BA degree in media from the University of Wisconsin-Madison (USA), an M.A. degree in Telecommunications Science, Management and Policy from Northwestern University (USA), and an M.B.A degree from the University of Auckland (NZ).

Walda Roseman is Founder and CEO of CompassRose International, Inc., a Washington, DC based ICT consulting firm that assists governments, businesses and international organizations with strategic regulatory, policy, commercial and technology challenges and with ICT for development programs and issues. CompassRose is known for its special expertise in international communications policy and regulation, market entry, technology and change management, capacity building, and resource and business development involving information and communications technology.

Ms. Roseman has served in a variety of executive positions, including Director of the U.S. Federal Communications Commission’s Office of International Communications, Intelsat Senior Executive for External Relations and Senior Strategic Advisor, Executive Vice President/Chief Operating Officer of the Corporation for Public Broadcasting, Senior Vice President of National Public Radio, and Director of Public Affairs for the White House Office of Telecommunications Policy. She has been Adjunct Professor with George Washington University and guest lecturer for academic programs.

Ms. Roseman is active professionally, including in the International Telecommunication Union (ITU), having served for many years as Vice Chairman of the Telecommunications Development Advisory Group and Chairman of its Working Group on Private Sector Issues. She was also founding Chairman of the ITU Youth Forum, and is a member of the TELECOM Forum Advisory Committee. Ms. Roseman serves on several boards, including the American Refugee Committee International as its Vice Chairman, the U.S. ITU Association, and the International Executive Board of the Suzanne Mubarak Cyberpeace Initiative. She is a member of the State Department Advisory Committee on International Communications and Information Policy.

Jacquelynn Ruff

Jacquelynn (Jackie) Ruff

Jacquelynn (Jackie) Ruff is Vice President of International Public Policy and Regulatory Affairs for Verizon Communications. In addition to being a leading communications provider in the U.S., Verizon provides voice, data, and Internet services on its state-of-the-art fiber-optic network to customers in more than 150 countries. Ms. Ruff leads the group that is responsible for public policy development, advocacy, and guidance around international issues, including international trade. She directs Verizon’s global policy work in organizations such as the ITU, the OECD, and APEC. She represents Verizon as a member of federal advisory committees to the U.S. Coordinator for International Communications and Information Policy at the Department of State and to the U.S. Trade Representative.

Ms. Ruff joined Verizon in 2004 from the International Bureau of the Federal Communications Commission (FCC), where she was Associate Chief and Chief of Staff for the Bureau. Before her tenure at the FCC, Ms. Ruff practiced law with the communications and the Latin America groups of an international law firm. She also served on the staff of a United States Senate Committee.

Ms. Ruff holds a JD from the Georgetown University Law Center, a Master’s degree from Harvard University and a Bachelor’s degree from Radcliffe College/Harvard University.
