Setting a Course for European Leadership

Maritime transport plays an essential role in the European economy, transporting 75% of its external trade. Yet, as the EU strives to move towards a climate-neutral economy that acts in harmony with the environment, the sector must play its part in the transition. The European Commission President-elect made this clear in her political guidelines with her proposal to extend the EU Emissions Trading System to cover maritime transport.

In this paper, the European Political Strategy Centre argues that decarbonisation and competitiveness go hand in hand, but that this can only be achieved by matching ambitious environmental measures with investments in innovation, infrastructure and digitalisation, all the while continuing to shape global rules and taking action to address an all-too-often unlevel global playing field.
