Directive 2011/77/EU, which regulates the term of protection of copyright and certain related rights, extended the term of protection of performers and producers in the music sector to 70 years while leaving untouched that of the audiovisual sector (50 years under Directive 2006/116/EC). Article 3(2) of Directive 2011/77/EU requires the Commission to issue a report on the possible need for an extension of the term of protection of performers and producers in the audiovisual sector. The Staff Working Document complies with this reporting obligation.
The assessment made in this Staff working Document relies notably on the findings of the targeted consultation on the exercise of rights and related rights of performers and producers in the audiovisual sector carried out by the European Commission between 31 July and 31 December 2019.
This Staff Working Document will be submitted to the European Parliament, the Council and the European Economic and Social Committee.
