Third Reading

Third reading offers the members a chance to debate a Bill after it has been amended in Committee of the Whole and is in its final form. By this time members have already spoken either for or against the Bill, so although controversial Bills can still generate long and heated discussion, debate at this stage usually consists of the Bill's sponsor summing up why the Bill is good and those in opposition stating why they agree or disagree with the fundamental thrust of the Bill.
