Description: The embodiments of the invention in which an exclusive property or privilege is claimed are defined as follows:

1. A holder for refuse bags comprising a framework including a base, wheels rollably supporting the base, spaced support members each secured at its lower end to the base to extend from the base in parallel relationship and connected at their upper ends with a cross piece forming a handle, a second cross piece joining the legs and located in the upper portion of the support members, a hook secured to the second cross piece, a fixed inner ring having a socket on its inner periphery adapted to fit over the hook to secure the ring at substantially right angles to the support members, an open ended refuse bag, and an outer adjustable ring clampable on the fixed ring to secure the open end of the refuse bag between the rings.
